Raquel Castillo is an education policy analyst and advocacy campaign strategist. In the past 15 years, she mobilized commitment around the broad Education For All (EFA) agenda, with focus on quality lifelong learning, education financing and governance, and gender equality in education. She was former National Coordinator of E-Net Philippines and Advocacy and Campaigns Coordinator of the Asia South Pacific Association for Basic and Adult Education.
A graduate of the Philippine Science High School and UP at Los Banos, she has been part of the UNESCO Asia-Pacific Regional Office Thematic Working Group for EFA, the TWG on Multilingual Education, the UN Girls Education Initiative (UNGEI) East Asia and Pacific, and the Decent Learning and Decent Work Group of the International Council for Adult Education (ICAE).

Ms. Castillo is currently the Lead Convener of the Stakeholder Partnerships for Education and Lifelong Learning (SPELL) and a Fellow of the People's Public Finance Institute. As the Deputy Secretary-General of Ating Guro Partylist, she seeks to contribute towards localization of the Global Education Goals 2030 and strengthening of the political voice of the education sector in the Philippines.
