Benjo Basas on Candle Lighting - June 1, 2015 (Welcome Rotonda)

Bukas ay haharap na naman tayo sa ating klase- punumpuno ng positibong bagay para sa ating mga mag-aaral. Magsisikap na matuto sila at talunin ang kamangmangan. Titiyakin na ang bawat bata ay hindi uuwi na walang matututunan o kasiyahan sa puso man lang. Pagkakasyahin natin ang kapos, pipiliting sumapat ang salat. Durugtungan natin ang anumang pagkukulang ng pamahalaan.

Ganyan ang mga guro sa Pilipinas, una ang bata at ang bayan bago ang kanyang sarili.

Pagkatapos ng ating klase, pang-umaga o panghapon ka man, hihintayin ka namin sa Mabuhay Rotonda hanggang alas-7 ng gabi. Mag-ingay tayo at magtirik ng kandila. Hayaan nating marinig tayo ng pamahalaan at ang atiing ilaw ay maging gabay para sa tunay na matuwi na daan.

TEACHERS TO GOV’T: RELEASE ‘ONE-MONTH SALARY’ BONUS ON JUNE 1

Public school teachers under the Teachers’ Dignity Coalition (TDC) and Ating Guro Partylist ask the government to release the productivity enhancement incentive (PEI) to teachers and government employees on June 1, 2015. Under Executive Order (EO) 181, the PEI for this year amounting to either P5000 or equivalent to one-month salary shall be released not earlier than June 1, 2015. They also want to clarify whether the Department of Education (DepEd) has complied the requirements to entitle its employees to an equivalent to one-month salary or only the minimum of P5000.

“The government’s PR team says that the PEI is equivalent to one-month salary and will be released by June. There must be some clarifications on this so as not to confuse the teachers and employees and the general public.” Benjo Basas, TDC national chairperson said.

Basas said that their group recognizes this progress which he said “at least the DBM and Malacanang considered our appeal that the PEI should not be pegged at P5000.”

The TDC and Ating Guro members staged a series of protests last year asking the government to junk the controversial performance-based bonus (PBB) and instead grant a higher PEI for its teachers and employees. The PEI and PBB are incentives given to government employees that are dependent on their individual and agency performance. Both incentives are part of the performance-based incentive system under the Salary Standardization Law-3 (SSL-3) that traditionally given at the end of every fiscal year.

Arsenio Jallorina, Ating Guro Partylist chairman however said that the PEI should be equally distributed to benefit all the employees and not be given in varied amount.

“The performance requirements are for the agencies, and the rank and file employees have no control on the affairs of the agencies. There would be injustice if some of the employees would only be given a P5000 while others will receive an amount equivalent to their one month salary.” He said.

Both groups ask the DBM to immediately clarify the matter through guidelines to implement E0 181 and release the bonus to employees on June 1. 

“Most teachers are parents as well and during this time of the year, we are burdened by school opening expenses for our children and dependents, not to mention our own preparation for our respective classrooms, instructional materials and such teaching necessities that the government fails to provide. ” Basas ended.

ILANG PAGLILINAW HINGGIL SA MATATANGGAP NA ONE-MONTH SALARY INCENTIVE NGAYONG HUNYO

Ito po ay PEI for 2015 na ipagkakaloob nang mas maaga, kadalsan kasi ay Disyembre ang PEI at ang halaga ay pabagu-bago (P10, 000 mula 2007-2011 at naging P5, 000 mula 2012). Nasa ibaba ang ilan pang paliwanag:

Amelioration pay during the time of Pres. Ramos;
Eraption during the time of Pres. Estrada; 
Glorification during the time of Pres. Arroyo; and 
P-Noy bonus for current admin

• Before the year 2009, this PEI was known as extra cash gift (2002-2003) and performance bonus (2005-2010) and has increased from P5000 in year 2002, 2003 and 2005 (no allocation for 2004) to P6000 in year 2006 to P10, 000 in year 2007 up to 2011 (in year 2009 it was named PEI).
• But in year 2012, this PEI was reverted to P5000
• Teachers and employees demand for a higher PEI, if the government cannot increase the P10, 000 as previously allocated, it is better to retain the said amount

TEACHERS SPORTS FESTIVAL TO KICK-OFF WEDNESDAY (May 12, 2015)

Amidst the trainings and seminars conducted by the DepEd, some 300 teachers from Quezon City, Manila, Caloocan, Malabon, Navotas, Valenzuela, Marikina, Pasig, Taguig, Mandaluyong and Las Pinas will give themselves a break by joining the parade and opening ceremonies of Palaro ng Ating 2015 from Quezon City Memorial Circle to Malabon National High School tomorrow. The event is an annual summer sports event for teachers which will be hosted by the city of Malabon this year.
TDC Chair Benjo Basas said the league’s main objectives are “to foster camaraderie among the teachers of Metro Manila through sports and to promote discipline and love for sports among the young people.” It also aims “to give the teachers a break from school routine this summer” especially that summer vacation which was also consumed in trainings and seminars is ending in two weeks. 

The festival is now on its second year after a successful trial last year which was participated only by four cities of CAMANAVA. The organizers say that next year’s league is expected to be bigger with more events aside from basketball and volleyball. They will also decide which city will host the next year’s competition.

“The teachers are always in the forefront of sports events in the country, specifically Palarong Pambansa. We act as coaches and game officials and we supervise the entire vent, but we do not participate as players.” Said Gil Casenas, a teacher of Navotas City and the head of festival committee. 

According to the organizers, the games would give teachers a time to relax and physically prepare themselves for the opening of classes on June 1. #

Pagkakaisa ng mga Guro, mga studyante at iba pang naniniwala na ang implementasyon ng K-12 Curriculum ay dapat isuspinde upang maayos at maitama ang kasalukuyang kakulangan at pagkakamali ng Pamahalaan. Iniaalay din ang gawaing ito para mas lalong mapaganda at mapabuti hindi lamang ang kinabukasan ng mga mag-aaral kundi maging ang mga Guro na unang nahihirapan sa pagpapatupad ng pilit-sa-hinog na program ng bansa.

Benjo Basas on the Suspension of K-12 Implementation

Mga kapatid sa DepEd, paglilinaw po hinggil sa tindig ng TDC at Ating Guro sa isyu ng K-12:

Hindi kami tutol sa reporma sa edukasyon. Ang hindi namin inaayunan ay ang pahayag na tila baga ito at tanging ito lamang ang solusyon sa lahat ng suliranin ng sektor ng edukasyon. Sapagkat masasayang ang lahat ng paghahanda, oras at gastusin para sa K-12 kung hindi maiaayos ang pagpapatupad nito. Hanggang ngayon ay hindi maikakaila ang mga kakulangan sa pasilidad, learning materials atbp.

HIGIT SA LAHAT, DAPAT NA UNAHIN ANG KAPAKANAN NG MGA GURO!

Ang mga guro ang nasa unahan ng repormang ito kaya dapat na sila ang mas kinukumbinsi at inihahanda ng DepEd.


Anumang pagtatangkang ayusin ang sistema ng edukasyon ay mabibigo kung hindi ilalagay sa pangunahing konsiderasyon ang kapakanan ng mga guro.

Kaya, kami po ay makikiisa sa panawagang SUSPEND K-12 at lalahok sa pagtitipon sa May 9 sa Liwasang Bonifacio.

According to Department Order No. 9, s. 2015 issued by Secretary of Education Armin Luistro, the official school year begins on June 1, 2015 and ends April 1, 2016.

The department order directs the heads of public and private elementary and secondary institutions nationwide to follow the school calendar.

Private schools may choose to deviate from DepEd’s official calendar. However, they may not start classes before the first Monday of June and not later than the last day of August (as provided in Republic Act No. 7797).
