Sakripisyo ng Guro

Sakripisyo ng Guro
Tulungan, Huwag Pabayaan! Parangalan!

Implementation of ICT Literacy Program

ABSTRACT

Title : Implementation of ICT Literacy Program in Bignay National High School Towards Enhanced ICT Utilization
Researcher : Jennielyn Ocon-Martinez
Degree :   Master of Arts in Education major in Educational Management

Year :       March, 2016

This study aims to focus on the status of the ICT literacy program in Bignay National High School towards enhanced ICT utilization. It assessed the extent of the ICT literacy program implemented in Bignay National High School in terms of attainability of the programs or objectives, effectiveness of services, and accessibility of resources. It also pointed out the problems that are encountered by the teachers in the implementation of the ICT program and comes up with the an action plan proposal to improve the School’s ICT Literacy Program toward enhanced ICT utilization.

The study is delimited to the students and teachers involved in the  ICT Literacy Program in Bignay National High School in Valenzuela, a city known for fast and easy transactions with the local government because its offices are ICT-ready.

In gathering data, the researcher used two methods: (1) interview for the administrator and ICT Literacy Program teachers and (2) Survey Questionnaire for the student-respondents.

This study hopes to be beneficial to the evaluation and future planning for ICT and ICT-related Literacy Programs and ICT utilization in Bignay National High School and other schools; to the local government of Valenzuela City, in evaluating how public funds for ICT projects are being allotted; to the Department of Education, in planning ICT Literacy Programs in other public high schools in the country; and as reference for future further studies on the subject of the implementation of ICT Literacy Programs in the country.

After data gathering, the researcher finds out that an ICT Literacy Program is present in Bignay National High School, but it is not yet leaning towards ICT utilization in the school because the program itself is still in dire need of a lot of improvement. The students are interested and are raring for the program, but facilities and equipment are either scarce or outdated, and the teachers are almost always forced to improvise in their lessons. The objective to come up with an ICT Literacy Program towards enhanced ICT utilization is possible and attainable, but for it to be realized, the School must be serious and committed in its objective and invest more in the program, specifically on materials and teacher training.

Thus said, it can be concuded that the Status of the ICT Literacy Program in Bignay National High School towards Enhanced ICT Utilization is, “Needs Improvement.” Improvement can be hastened if enough funding and study materials will be provided for the ICT literacy program in Bignay National High School, encouraging the local government to pitch in, improve the equipment and facilities by starting with providing computers with a ratio of at least one to three students per computer, and provide ICT teachers with ample training so that in the event when all the materials needed for the ICT literacy program are still being procured, the teacher can still provide learning on how ICT truly works. Meetings and deliberation need to be conducted regarding the action plan for the ICT literacy program in Bignay National High School, taking into consideration the elements in ICT programs that change at a certain pace, such as software and computer models. Those who are planning for the ICT program in Bignay National High School should decide which models can outlast the changing trends in information and communication technology for the program itself to be cost-effective.

The study on the Communication Approaches of Christian Missionaries in the Philippines deals with how Christian missionaries manage to propagate Christianity and proclaim God’s Word to people from various cultures, aptly referred to as mission targets.  It is also another testimony to the importance of communication in building and sustaining relationships, particularly in the Christian missions field.  It aims to determine the demographic characteristics of the participants, to know the communication strategies they employ, to determine the styles they use, and to know the experiences of Christian missionaries in the missions field.

Dance’s Helical Theory and the Social Penetration Theory are featured as they best describe the study, how the message grows and how relationship is built.

This is a qualitative study and the researchers employed the phenomenological inquiry.  The key informants/participants in the study are Christian missionaries from the following: the Roman Catholic Church, the Baptists, the Victory Christian Fellowship, and the Pentecostal Missionary Church of Christ (Fourth Watch).  They are those missionaries assigned inside and outside the country as a representation of all the Christian missionaries in the country.

Having gathered all the data through focus interviews, participant observation and relevant literature, it is ruled out that most Christian missionaries are males in their adult years, mostly also products of missionary work.  There is neither an age standard nor a limit in the number of years that a missionary can spend in serving God.  Education is a common attribute among missionaries – it is deemed necessary, but is not a qualification.  Going to another culture to propagate the faith is characteristic of all missionaries.

Faith forms foundation of the reasons why they mission, with three extractions:  Calling, personal desire to preach what they believe in, and inspiration from other people.

The researchers therefore conclude that Christian missions are a very selfless task.  Missionaries live in uncertainty, far from their families and with their lives put to risk any time because of what they preach, but their security mainly comes from God who they serve, alongside their desire to mission and their compassion for the “lost souls.”

Having come up with the results, the researchers thus recommend that, as Christian missionaries whose most basic tool is his ability to communicate to these people who are their targets, they also try out how they could make use of the fruits of technology – the tri-media (radio, television and print) and new media (Internet) – work for them.  They should initiate in providing their missionaries with the necessary knowledge and training on the uses, advantages as well as disadvantages of tri- and new media usage, and to come up with investments in the aforementioned media forms.  Broadcast Communication students and practitioners are also expected to benefit from this study as per improvement of their own communication approaches and it is further recommended that studies comparing the communication approaches of the Christian missionaries with that of people behind the broadcast media be conducted.

This study focused on the implementation of the open high school program in selected public high schools in Caloocan City North, more particularly in Tala High School, Camarin High School, Bagong Silang High School, Bagumbong High School, and Manuel Luis Quezon High School. It assessed the status of the implementation in terms of the knowledge in the curriculum, policy implementation, classroom management and guidance, and teacher’s capability and performance.
The study was delimited to the students, teachers and administrators of the open high school program, particularly the 20 percent of the respondents in the five big schools in the Caloocan City North, of which selected schools are 25 percent of all public schools in the area.
The researcher used two methods of data gathering, (1) Interview for the administrators and teachers and (2) Survey Questionnaire for the respondents.
This study hopes to benefit and help the following: (1) students, to air their feelings towards the program; (2) schools, to improve the program; (3) administrators, to create new style and techniques; (4) teachers, to develop and improve their teaching techniques; (5) Department of Education, to formulate effective policy and guidelines; (6) local government units, to create facilities and provide equipment for the students; and (7) future researchers, to use as guide, reference and starting point of their future studies.
This study showed that 60 percent of the teacher-respondents are knowledgeable in the implementation of the program, particularly its vision, mission, goals and objectives, requirements, curriculum and instruction, classroom management and guidance, policy implementation and relation of the local government in the program but 40 percent of them are not. It revealed that there are difficulties in implementing the objectives of the program, finishing it within prescribed period without problems, meeting the requirements and qualification of the students, adjusting curriculum and instructions to the students’ needs and current policy implemented with 67 percent, but 33 percent of them believed that the implementation is doing well.
Most of the schools implemented old curriculum of the open high school program at all levels, particularly Manuel Luis Quezon High School, Bagong Silang High School and Camarin High School but Tala High School and Bagumbong High School implemented both new and old curriculum. They implemented K-12 curriculum for Grade 7 to Grade 9, while old curriculum for the fourth year students, which will be the last batch in where old curriculum shall be used.
This study also revealed that the implementation of the open high school program is effective with the average 70-75 percent but 20-25 percent of the respondents believed that there are problems in the implementation that affect their learning process and these problems from the top to bottom are financial and budget, attitude, module, time and schedule, interest, learning process, chairs, laboratories and computer rooms, policy implementation, curriculum and instructions, guidance and book, teachers’ capability and performance and the least in rank are resources, materials and reference.
Based on the findings, the researcher concluded that 41 percent of the respondents are not knowledgeable in the implementation of the program. This is very alarming because those who teach the students are the ones who do not know the program and it is really a factor that leads to the dissatisfaction in its implementation. Most of the students are satisfied in the current policy of the program but some of the respondents or 15-20 percent of them, sought for the evaluation of the program to avoid the existing problems that students and teachers encountered in the process of implementation.
Based on the findings and conclusions of this study, it was recommended that there is a need for evaluation of the implementation of the program. It is also important to ask the help of the local government units in the open high school program to provide library resources since there is no available public library in Caloocan City North. It recommended for the enhancement of open high school program since it is very helpful to the out-of-school youth and dropout students. It also recommended the orientation for teachers, students and parents on open high school program to clarify misconception and misinterpretation of the program and meet its ultimate goals not only for the students but also for the community.
